Contrary to its seemingly innocent name, this group is a clandestine organization of women intent on kidnapping children from affluent families to amass power and influence. Your mission is clear: you must stop these heinous acts by hunting down the members of this faction, which consists of five individuals.
How and Where To Find All Butterfly Collector Members in Assassin’s Creed Shadows

Shucho
Shucho's carelessness in losing a kidnapped child provides your entry point. Head to the Fishermen’s District at the southeastern tip of Osaka. You'll find her, dressed in green, frantically searching at an intersection. Use Naoe's blade or Yasuke's weapons to take her down, then rescue the child hiding behind nearby horses.
Mucho
From Shucho's location, travel northwest across the bridge to the Kojo ruins. Mucho, disguised as a family jochu, is struggling with her target on the road south of the ruins. Use the child's resistance to get close, then eliminate Mucho when she attacks. Escort the child back to her mother before moving on to the next target.
Richo
Richo, a young woman who pretends to be of higher social standing, can be found in a bamboo grove in Noda Village, just north of Osaka across the water. Listen for rumors of a suspicious woman near the grove. Once there, confront Richo, dressed in pink, and save her latest victim from being lost.
Kacho
After dealing with the previous three targets, you'll face Kacho, the leader of the Butterfly Collector. She's located north of the Nishinomaru Garden, west of Osaka Castle, in a restricted area. Approach cautiously, and when you see a flurry of butterflies, you're close. Engage Kacho in conversation and prepare for a deadly confrontation. Her death will leave one final matter to resolve.

Return to the Gamemaker, the one who initiated the butterfly collecting quest. As a former victim, she created the game to expose the Butterfly Collector and save others. You'll face a choice: punish her for her involvement or allow her a fresh start. Opting for the latter enables her to adopt a new identity and life.
