The official story synopsis states: "Jason and Lucia have always felt the odds were against them. But when a simple heist goes awry, they're thrown into the dark underbelly of America's sunniest state. Caught in a sprawling criminal conspiracy across Leonida, they must depend on each other like never before to survive."
According to the website, Jason is an ex-Army soldier attempting to outrun a troubled history. He ends up in the Leonida Keys, working for local drug traffickers. Meeting Lucia could be his biggest break or his worst mistake, and he's hoping for the former.
Lucia, on the other hand, learned to fight from her father from a young age. A difficult childhood eventually landed her in Leonida Penitentiary. After her release, she is determined to make calculated decisions to build a better life for her mother, a dream they shared since their time in Liberty City.
Fresh out of prison, Lucia is ready to change her luck, and a partnership with Jason might be her ticket out. Players will follow Lucia and Jason's journey alongside the eclectic residents of the sun-soaked Leonida Keys.
A Colorful Cast: From Conspiracy Theorists to Local Legends
Beyond the two protagonists, Rockstar Games has revealed several key supporting characters. These include Jason's friend, Cal Hampton, a conspiracy theorist who takes everything he reads online as fact. Despite his easy-going paranoia, he loves life in the Keys and helps Jason with his ambitious plans.
Then there's Boobie Ike, a local Vice City legend. He transformed his street life into a legitimate empire, complete with real estate holdings, a strip club, and a recording studio. The game also delves into the music industry, featuring characters like Dre'Quan and the duo Real Dimez.
The criminal underworld is represented by figures like Raul Bautista, an experienced bank robber always chasing the next big score. Operating a smuggling ring in the Keys is Brian Heder, a long-time drug runner. He offers Jason a place to stay rent-free in exchange for help with local strong-arm operations.
While the trailer hints at even more characters, the ones detailed by Rockstar so far showcase the diverse personalities that inhabit the sunnier side of Vice City.

Vice City embodies the "glamour, ambition, and greed of America." The city first appeared in 2002's Grand Theft Auto: Vice City and later in 2006's Grand Theft Auto: Vice City Stories. Inspired by Miami, it's a place of beautiful beaches and non-stop parties.
Key locations highlighted include the tropical Leonida Keys, the wild expanse of Grassrivers, the forgotten coast of Port Gellhorn, the central region of Ambrosia, and the iconic national landmark, Mount Kalaga.
