While Monster Hunter Wilds doesn't explicitly guide you on trapping or obtaining Trap Tools, seasoned hunters will find the process familiar.
Your primary source for Trap Tools is the Provisions Stockpiler NPC at your Base Camp. Simply chat with him, browse his inventory, and purchase Trap Tools for 200 Zenny each. Stocking up is highly recommended, especially for focused monster farming or completing your monster capture collection.
Currently, purchasing from the Base Camp is the only method to obtain Trap Tools; they are not found in the wild like other resources.
How to Use Trap Tools
