Starting The Lost Shipment Quest
Begin by locating the Brannof Hall Dining Room, conveniently situated near Brannof Boulevard, accessible from the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him twice. He provides vital leads, and missing this second conversation necessitates a return trip.
Completing The Lost Shipment Quest
This quest involves two separate investigations. Remember to remove any Town Guard attire before questioning anyone.
Talk to Captain Shirker on The Vincible
Find Captain Shirker on his ship, The Vincible, docked southeast in town. After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat.
Locate this man in the Town Square. He points to a weapons dealer, "The Illusion," and suggests impersonating "Sam" (who has a monobrow). Obtain a monobrow from the hairdresser on Old Street West (costs 8 Silver and 280 Copper).
Ask Around at The Hooked Hand
Your next lead is The Hooked Hand restaurant (near Eel Street). After speaking with several patrons, you'll be directed to The Frequently Fresh Fish Stall.
This stall is beyond the Eel Street Bridge. The Fishmonger requires a Fetid Flounder (requires Level 25 Fishing Skill). Use a Quill, Ink, and Paper (found on Lord Brannof's desk) to write a note and hide it inside the fish.
Give the fish to the Fishmonger, hide nearby, and observe the buyer.
Follow the Stranger
The Furtive Stranger will flee to Monab Row. Remove any Guard gear to reveal your monobrow, identify yourself as "Sam," and confront the thief (Level 30). Defeat him to recover the Plumbatae and return them to Brannof Hall, completing the quest.
